Notes: The ubiquitous French expression tout à fait is used in two distinct ways.

1) As an interjection, to express strong or enthusiastic agreement:

   - Ceci constitue notre problème majeur.
   - Tout à fait.
   - This is our biggest problem.
   - Exactly, I completely agree.

   - Il devrait amener ses parents à la fête.
   - Oui, tout à fait !
   - He should take his parents to the party.
   - Yes, absolutely!

2) As an adverbial phrase, for emphasis:

   C'est tout à fait ordinaire.
   It's completely ordinary.

   Vous avez tout à fait raison.
   You're absolutely correct.

Pas tout à fait means "not exactly" or "not quite":

   Ce n'est pas tout à fait ce que je voulais.
   It's not quite what I wanted.

   - Tout le monde est d'accord ?
   - Pas tout à fait.
   - Does everyone agree?
   - Not exactly.
