When the letters TI in French are followed by another vowel, they are usually pronounced [SY] (exceptions: amitié, moitié, pitié, and words ending in -stion).
In the above exceptions as well as in words with ti- followed by a consonant, the T and I are pronounced separately according to their respective rules.
