Does il est sûr que need the subjunctive?

Il est sûr / C'est sûr may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Il est sûr / C'est sûr qu'il le fait.
It's sure/certain that he'll do it.

Il n'est pas sûr / Ce n'est pas sûr qu'il le fasse.
It's not certain that he'll do it.

Est-il sûr / Est-ce sûr qu'il le fasse ?
Is it certain that he'll do it?
