Does il est certain que need the subjunctive?

Il est certain / C'est certain may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Il est certain / C'est certain qu'il le fait.
It's certain that he'll do it.

Il n'est pas certain / Ce n'est pas certain qu'il le fasse.
It's not certain that he'll do it.

Est-il certain / Est-ce certain qu'il le fasse ?
