Qu'est-ce qu'il chante / Qu'est-ce que tu chantes ? literally means "What is he / are you singing?" You can use this expression to indicate confusion or the beginnings of disbelief, as you tilt your head to the side and roll your eyes slightly.
This gesture is a much subtler, gentler version of Mon œil !
