| La loi Evin* réglementait jusqu'à présent très strictement depuis 1991 la publicité pour l'alcool en France. Les députés* viennent de la casser. Désormais, Bernard Poirette, la publicité pour les boissons alcoolisées redevient beaucoup plus facile. | Since 1991, the Evin law has very strictly regulated the advertising of alcohol in France. Parliament representatives have just repealed it. From now on, Bernard Poirette, advertising for alcoholic drinks will become a lot easier again. |
| Oui, et tous ceux qui se battent contre ce fléau national qu'est l'alcool sont consternés, à commencer par le ministre des Transports pour qui « l'amendement adopté à l'Assemblée nationale est un très mauvais coup porté contre la sécurité routière ». L'alcool tue chaque année quarante-cinq mille personnes en France, plus que le tabac. Il est en cause dans trente pour cent des accidents de la route. Or, depuis cinq ans, le nombre des victimes du carnage routier a été divisé par deux, grâce aux radars, bien sûr, mais aussi grâce à la chasse impitoyable à l'alcool. | Yes, and all those who fight against this national scourge that is alcohol are dismayed, beginning with the Transportation Minister for whom "the amendment adopted by the National Assembly is a very serious blow to highway safety." Every year alcohol kills forty-five thousand people in France, more than tobacco. It is a factor in thirty percent of traffic accidents. According to a recent survey, fifty-six percent of them would like to see a zero blood-alcohol level for drivers introduced, as opposed to the current .5 grams per liter of blood. However, by one hundred and two votes to twelve, French Parliament representatives were against it. From now on, referenced "to the qualitative characteristics of the product" will be allowed in advertising for alcohol. That is, the reflection of a pinup girl in a red dress in a glass of Bordeaux or the merits of "this Chablis with the marvelous taste of honeysuckle" will pass smoothly through the Advertising Verification Office barrier. |

This was impossible for the last thirteen years. Marketing professionals and wine lobbyists swear by all the gods that it's not about encouraging people to drink more, but to drink better. The same old song, to which Claude Evin himself replies as follows: |
| Moi je crois qu'il ne faut pas être hypocrite. On sait très bien qu'en termes de santé publique, la consommation, y compris de vin, à raison de plus de deux à trois verres par jour, est nocive en termes de santé. Donc, il faut le dire. Et on peut pas préconiser que les consommateurs consomment plus de vin demain. Alors là, il faut faire un choix entre l'intérêt des gens, l'intérêt de la santé et l'intérêt, qui n'est pas négligeable sans doute, mais l'intérêt d'une activité agricole. | I think we shouldn't be hypocritical. We know very well that in terms of public health, the consumption of alcohol, including wine, at the rate of two to three glasses a day, is harmful to your health. So, it has to be said. And we can't recommend that consumers consume more wine tomorrow. So there, you have to make a choice between the interest of people, the interest of health, and the interest, which is undoubtedly significant, but the interest of an agricultural activity. |
| Et de toute évidence donc, le gouvernement a choisi de soutenir l'alcool contre la santé publique.* Le ministre de la Santé, Philippe Douste-Blazy, s'est opposé très mollement à la casse de la loi Evin. Il faut dire qu'il était sous la pression de dizaines de députés de son propre camp, élus de régions viticoles et représentant des cohortes d'électeurs qui vivent de près ou de loin de la vigne et qui se lamentent depuis des années. La consommation d'alcool en France a baissé de moitié en vingt ans. La crise à l'exportation est profonde ; la concurrence de nouveaux terroirs lointains est violente. | And so, obviously, the government has chose to support alcohol over public health. The Health Minister, Philippe Douste-Blazy, half-heartedly opposed the scrapping of the Evin law. It must be said that he was under pressure from tens of Parliament representatives on his side, elected in wine-growing regions and representing groups of voters who more or less make their living on the wine industry and who have been complaining for year. The consumption of alcohol in France has been cut in half in twenty years. The exportation crisis is serious; the competition from distant lands is intense. |
| En conclusion : le secteur est sinistré. Démanteler la loi Evin permettra-t-il de le sauver ? Nous verrons bien. Toujours est-il que, politiquement, l'affaire est exemplaire de lâcheté et de renoncements. Voici deux mois à peine, Monsieur Douste-Blazy voulait que soient indiqués sur les bouteilles d'alcool les risques pour la femme enceinte. Dans la foulée, il affirmait qu'il se battrait frontalement contre ceux qui veulent toucher à la loi Evin. Le gouvernement pour sa part maintient contre toute logique son objectif de baisse de la consommation d'alcool de vingt pour cent sur les quatre prochaines années. Quant à Jacques Chirac, pour qui « sécurité routière, lutte contre le cancer et lutte contre les handicaps » sont les trois objectifs nationaux prioritaires, eh bien, il observe pour l'instant sans broncher le saccage de la loi Evin. | In conclusion: the sector is devastated. Will dismantling the Evin law allow it to be saved? Only time will tell. The fact remains that, politically, this business is a model of cowardice and abandonment. Barely two months ago, Mr. Douste-Blazy wanted risks for pregnant women to be indicated on liquor bottles. While he was at it, he promised to fight those who wanted to change the Evin law head on. The government, for its part, maintains against all logic its objective of lowering the consumption of alcohol by twenty percent over the next four years. As for Jacques Chirac, for whom "highway safety, fighting cancer, and fighting handicaps" are the three most important national goals, well, for the time being he is watching the destruction of the Evin law without saying a word. |
